Objective: 1. Create an explicit system lifecycle for the ongoing support of the ODMA Interoperability Exchange. 2. Provide a formally-managed plan for the recurring, periodical support tasks. 3. Allow for the addition of sub-projects as ordinary and expected events as further development of ODMA, the sites, and interoperable components is undertaken. 4. Focus on the immediate needs of ActiveODMA, critical support, and essential background materials (e.g., ODMA libraries) with those items that serve current projects refreshed first. 2. Constraints (2004-11-20):

Access to materials and the sites shall be accomplished entirely by readily-available browsers, and no access will lead to intrusive behavior: pages will be delivered in passive format with no advertisements, pop-ups, cookies, or active elements such as scripts or mobile code.

Access is unrestricted. All materials may be openly accessed by anyone for any purpose.

Selections of material may be downloaded, installed, and used in typical file systems and from CD-ROM. Materials covered by license will be clearly identified and terms of use easily understood and complied with.

The sites must be storable for use as well as backup on CD-ROM. There must be some reasonable adjustment for any pages and forms that require server-side processing for correct delivery.

Communication is supported by distribution lists, archives, site feeds, and collaborative-authoring mechanisms that are all anonymously accessible. Registration requirements shall apply only for direct contribution.

Although platform- and software-specific materials may arise in the creation and in the use of ODMA-related materials, there shall be neutral ways to obtain all relevant information without requirement for access to a particular platform.

The conduct of the refresh will be via gradual reconstitution of the existing materials and creation of supplementary materials. Thereafter, there will be routine sustaining activity as well as additional projects for specific short-term results.

End-of-life for ODMA support will be accomplished in a way where materials are fully preserved and archived in a form that can be used for any future purposes.
